RCF Recommendation Report
Hamilton’s residential care facilities (RCFs) are in crisis. Those who work and live in RCFs face an outdated and fragmented system, unable to keep pace with the increasingly complex needs of one of Hamilton’s most vulnerable populations.
This report translates key insights from our research into six actionable recommendations that can be used to inform decision-making, policy reform, and long-term planning to improve conditions for people supporting, living, and working in RCFs.
“Working on this project has revealed the complexity and humanity behind Hamilton’s RCF system. Residents are navigating loss, trauma, and challenges - yet they often show remarkable resilience. Many RCF operators, their staff, and the many tasked to support them are doing their best in incredibly difficult conditions. We owe it to them to move beyond stigma and commit to the pragmatic solutions that are sitting at the table.”
